STATE TIMES NEWSJAMMU: Former Member of Legislative Council Girdhari Lal Raina and spokesperson of BJP-Jammu Kashmir has welcomed issuance of Directions for strict implementation of Central Vigilance Commission (CVC) guidelines at all the levels in the administration by recently appointed Chief Secretary (CS).Applauding Dr. Arun Kumar Mehta for stressing on zero tolerance against corruption and underlining need for systematic improvements and reforms for providing transparent and citizen friendly services to the public, GL Raina hoped that CS will ensure implementation of his directions in letter and spirit on ground.Past record of Dr. Mehta in promotion of good governance in financial management and creating a transparent system for transaction of even routine works in the department of Finance is praiseworthy and have been appreciated everyone, Raina added. Adoption of innovative mechanisms such as real-time monitoring, Geo-tagging, public oversight and efficient work-culture has had a visible impact on the work culture in the Union Territory administration, he added further. Menace of corruption has afflicted the Jammu Kashmir administration for decades and needs a strong will, constant vigil and continuous monitoring from higher authorities, EX-MLC opined. While installation of complaint boxes in Head of Department (HoD) offices for receiving complaints about the working of the offices is fine but it is to be ensured that complaints put in the complaint box are recorded properly and not destroyed as has been witnessed in most of the cases GL Raina observed.Most of the officers duplicitously claim to have received no complaints on any count in their respective departments. It is therefore essential to put a system in place that may include installation of CCTVs in the main reception centres of these departments to record the grievances of general public, Raina asserted.Chief Secretary has rightly recognised the importance of good governance for sustainable development, ‘Citizens’ Charters regarding the programmes/services in their respective departments and ensure their uploading on departmental websites and display in all the subordinate offices is crucial for success of intended reform of the system, said he user friendly websites in this age of digitisation and E-governance will go a long way in eliminating corruption and enhancing efficiency in administration.Technology has made it easy for the governments to provide and facilitate government services, exchange of information, communication transactions and integration of various stand-alone systems and services.BJP spokesperson added further Government services are and can be made available to citizens and businesses in a convenient, efficient and transparent manner.
