JAMMU: In a swift action, the J&K government on Friday placed two Assistant Commissioner Development (ACDs) and 12 Block Development Officers (BDOs) of districts Baramulla, Anantnag and Shopian under suspension following the excess drawl of crores of rupees from e-FMS accounts under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA).Yaar Ali Khan (KAS) ACD Baramulla and Nisar Ahmad Malik (KAS) ACD Anantnag both have been placed under suspension while Gulzar Ahmad (KAS), Assistant Commissioner Panchayat, Baramulla shall hold the charge of ACD Baramulla and Ideel Saleem, (KAS), Assistant Commissioner Panchayat, Anantnag shall hold the charge of ACD Anantnag.
Both the suspended officers have failed to perform their duties to control their BDOs from excess withdrawal of funds, the two separate suspension orders read.The BDOs who have been placed under suspension include Muzaffar Ahmad Sheikh (Jr. KAS), BDO Shopian holding additional charge of Block Kanjiullar and Ramnagri, Junald Amir Bhat (Jr. KAS) BDO (Probationer) Shangus holding additional charge, Shakeeb Arsallan (Jr KAS) BDO (Probationer) Pahalgam, District Anantnag, Talat Mahmood Wani (Jr KAS) BDO Bljbehara, District Anantnag, Muzaffar Hussain Wani, BDO (Jr. KAS) Breng, holding additional charge of block Larnoo, District Anantnag, Umar Bashir, (Jr. KAS) BDO (Probationer) Verinag, District Anantnag, Nassir Ahmad BDO Noorkhah, District Baramulla, Hilal Ahmad Bhat, (Jr. KAS), BDO Parenplllan, District Baramulla, Sheeba Inayat, (Jr. KAS), BDO Singhpora, District Baramulla, Fahmeeda Bano BDO Sopore District Baramulla, Mohd Aarif Shah, (Jr. KAS) BDO (Probationer) Uri, District Baramulla and Abdul Rashid Gar BDO Wagoora, District Baramulla.According to the order issued by the government, the sanction has been accorded to the appointment of Director Rural Development, Kashmir as Enquiry Officer to enquire into the matter of withdrawal of funds (in excess) under MGNREGA in the districts Baramulla, Anantnag and Shopian.The inquiry shall be completed and report be submitted alongwith recommendations in the matter fixing responsibility, to the Administrative Department within a period of 15 days from the issuance of this order. The Enquiry Officer shall also examine technicalities involved in excess drawal under MGNREGA, why excess withdrawal was not reported by the concerned ACD to the Administrative Department, why authorisation/release of additional funds was not requested to the competent authority, besides identifying BDOs/Panchayat Secretaries/VLWs/MPWs/MIS operators responsible for excess withdrawal.Sources informed that the Anti Corruption Bureau is likely to take up the case. It has been alleged that many senior officers are also involved in this scam.
