JAMMU: Muzaffarabad PoK (MPoK) Refugees Welfare Society, Patiala has written a letter to Secretary to Government, Disaster Management Relief, Rehabilitation and Reconstruction Department, Jammu and requested that in view of entirely changed circumstances in Jammu & Kashmir, the decision of excluding 5,300 DP families of PoJK-1947 residing outside Jammu from the list of beneficiaries of Rs 2,000 crore financial package for payment of Rs 5.5 lakh per family, should immediately be reviewed by Government. “In present scenario the decision silence of the Government appears to be deliberate tactics to linger on the rightful demand of genuine families,” Harbans Singh Mahalwee, General Secretary, MPoK Refugees Welfare Society, Punjab said in a letter. The factual position is that all the ‘Forms of Declaration’ (D- Forms), Nominal Rolls and records of ex-gratia payment of Rs 3,500 are still in the custody of Provincial Rehabilitation Office, he said adding that the state-wise data had been submitted by this department to Standing Committee of Parliament which was the base of Report No. 183 of Rajya Sabha to mitigate the hardships of these DPs and making one-time payment for movable and immovable properties left in PoJK.
One Time payment at the rate of Rs 30 lakh per DP family was recommended by this committee. In this report, 5300 families settled outside Jammu were also included. It is evident from records received in many cases of these 5300 families from PRO office Jammu that camp-wise record of all DPs residing outside J&K State was maintained. These 5,300 families never knew where they were being settled. They were homeless, helpless and resource-less and had no other option than taking refuge in camps wherever they were sent or registered, he said adding that they did not move out of J&K on their own choice. From these camps, they were sent to Punjab, Himachal Pradesh, Haryana, Delhi, Rajasthan and various other states of India. They were forced to settle out of J&K for survival. Latest three lists uploaded vide Notification No. 03/ PRO/J&K/2020 Delhi dated 15-12-2020 by the Govt under the heads of Unique IDs ‘Delhi/NCR—PB/ HR/ HP/&UP/Uttarakhand’ (although incomplete) is another proof having all the records with them because no record/ information has been called for from any DP residing outside J&K. Having hope, trust and confidence in extremely efficient efforts of the Government, we feel that this is the right time to impart justice to these families whose registration with Commissioner (Migrants) Jammu have already been started and many have got Domicile Certificates (who were already registered with PRO Jammu and had also received an ex-gratia of Rs 3,500 per family in 1960-70). Further harassment, therefore, should immediately be stopped and all DPs included in the relief package treating them at par with residents of J&K without imposing condition of ‘initially shifted to other States of India but later on returned back and settled in J&K.’
