SRINAGAR: In a shocking revelation, several Tehsildars in south Kashmir have issued income certificates to some government employees, working in various departments on a permanent basis, to help them avail scholarship schemes that are actually meant for students from financially weaker sections.
Ministry of Minorities, Government of India, sometime back introduced a scholarship scheme for pre-matric students, who want to study, but do not have the financial strength in their family to continue their studies. The eligibility criteria is that a family’s income from all available sources has to be less than Rs 1 lakh.Take an instance of Mohd Hussain Bhat, working in Jammu and Kashmir Police Department and a resident of Khrewan Lassipora in south Kashmir’s Kulgam district. An income certificate dated 29 January, 2021, has been issued in Bhat’s favour by Tehsildar Qaimoh, showing his annual income as Rs-35,000 only from all sources, which as per sources are fake as Bhat draws more than that as his monthly salary.Similarly, Tehsildar Devsar in Kulgam has issued income certificate to Mohd Maqbool Bhat, certifying that his monthly income is Rs 5,000 only from all sources. Fact check: Bhat is a government employee. In yet another shocking revelation, another Tehsildar in Anantnag district has gone a step further in issuing an income certificate, a copy of which lies with STATE TIMES, even without mentioning the name of the beneficiary.According to sources, “The certificate has been issued deliberately to a known person without mentioning the name on it so that he/or she can fill in all the details on this certificate as per his/her choice, the certificate contains the seal and signature of the concerned official.”According to the government, the objective of the scholarship scheme is to provide financial assistance to meritorious students coming from economically weaker sections of the society. The criterion is that the annual income of the beneficiary family should be less than Rs 1-lakh from all sources.Once a Tehsildar certifies and issues an income certificate in favour of an individual, he/she becomes eligible to obtain benefits of the prescribed scheme. The procedure for cross-checking gross income of an individual from all sources has to be done meticulously by checking all relevant documents.
