Bureaucratic bosses responsible for delay in clearance of MGNREGA pending liabilities: Shamsher

JAMMU: Ex MP and former President BJP J&K Shamsher Singh Manhas lambasted the administrative heads for failing to clear the dues under the central government’s flagship scheme Mahatma Gandhi National Rural Employment Guarantee (MGNREGA) in J&K since 2014 which amounts to more than One Thousand Crore (1000 Crore) in terms of cost of materials and a part of the Labor component used for carrying out developmental works. He also alleged that the department of Rural Development & Panchayati Raj along with other concerned departments violated MGNREGA guidelines and in turn increased material component in the works allocated to contractors which majorly were the small entrepreneur and locals of the respective areas.
While addressing the media persons at Press Club Jammu, he further alleged that the works were finalized after a through scrutiny by concerned officials ranging from ACDs, BDOs, AEEs, JEs, VLWs etc of concerned Department and if the administration labels the material component of thousands of developmental works a violation of MGNREGA than the administration must take action/suspend the officials who supported, allotted, reviewed and scrutinized the developmental works since 2014 and neglected their duties for more than half a decade. He also demanded that the poor and marginalized people of J&K should not left at the empathy of the administrative high headed bosses who have utterly failed in dispensation of funds allocated by Central Government leading to lapse of funds on numerous occasions. The failure of UT administration in addressing the issue of liabilities for such a long period of time is a coveted attempt by some bureaucrats to malign the image of Modi Government in the eyes of the people of J&K even when the central government has always kept its vaults opened for the people of J&K.
He also said that along with the people indulged in MGNREGA other contractors also suffered the apathy of the government as the site namely JKPAYSYS where the contractors were unable to upload their bills for clearance as the site crashed on 30th of March and the administration payed no heed to the grieving contractors.
At last he demanded that the liabilities of people under MGNREGA be cleared at the earliest, giving relief to the suffering people and the officials who were the real culprits who drafted, implemented, allowed and encouraged common locals to invest their hard earned money in the developmental works under MGNREGA since 2014 should be suspended and a fair enquiry should be done in this matter. He also said that he will meet the grieving people of every constituency of J&K and will take up their matter along with their written grievance to the Lt. Governor.
