Budget will give fillip to 3-tier system: Balbir



JAMMU: The Parliament has passed the Annual Budget 2021-22 of J&K, thus paving way for the ushering of ‘Naya J&K’ as promised by Prime Minister Narendra Modi post abrogation of Article 370. It is the largest ever budget for Jammu and Kashmir amounting to Rupees 1.08 lakh crores, which is 7000 crores more than the previous year and is aimed at holistic development of Jammu and Kashmir by covering all major sectors.
Jammu and Kashmir Bharatiya Janata Party, Spokesperson, Balbir Ram Rattan, said this while sharing that the exclusive feature of this first paperless budget is the separate allocation for the 3-Tier institutions of Panchayati Raj, which include District Development Councils (DDCs), Block Development Councils (BDCs) and Panchayats.
Balbir said that the Union government under the stewardship of Prime Minister, Narendra Modi, fulfilled its promise of taking the democracy at the grassroot level by holding the elections of DDCs and BDCs, thus strengthening the 3- Tier System in Jammu and Kashmir for the first time and that too in most peaceful atmosphere.
He said that the Union Budget has earmarked development funds for the first time for District Development Councils and Block Development Councils. The budget will provide Rs 200 crore for DDCs, which means each DDC will get rupees ten crore in 2021-2022. Similarly, Rs 71.25 crore have been proposed as Development Fund for 285 BDCs, which means rupees 25 lakh for each BDC.
Similarly, the budget also propose to spend Rs 30 crore for establishment of the office of DDCs/BDCs in 2021-22.
In addition to the DDCs and BDCs, allocation has also been made for Panchayats as well as Urban Local Bodies. DDCs would also be involved in planning the annual development budget of the district as well as in implementation of centrally funded schemes, stated Balbir Rattan.
All this has happened for the first time, which display the concern of the Narendra Modi government to allow the democracy flourish at all levels in true sense with the comitment of providing every kind of support, particularly, the financial assistance as given in the budget, he added.
