ACB produces chargesheet against Patwari, Naib Tehsildar among three for illegal mutation

JAMMU: The Anti-Corruption Bureau (ACB) has produced chargesheet against an in-service public servant and others before the Court of Special Judge Anti-Corruption Rajouri in a case of illegal mutation of State land in Poonch.
As per an official spokesperson, the ACB presented chargesheet against accused public servant namely Zaffar Iqbal, son of Mohd Aslam, resident of Nakka, Mangheri, Tehsil Mendhar, presently staying at Ward No.2, Sukha Katha, Poonch, then Patwari Halqa Degwar/Ajote, Poonch; Bashir Ahmed Khaki, son of Abul Gaffar Khaki, resident of Loran, presently staying at Ward No.14, Allapeer Mohalla, Poonch, then Naib Tehsildar Haveli Poonch (now retired) and Ali Mohd, son of Kaka Gujjar, resident of Degwar Maldialian in a case registered vide FIR No.44/2018 at Police Station ACB under Section 5(1) (d) read with Section 5(2) of J&K PC Act, Samvat 2006 and Sections 120-B, 201 of RPC.
He further informed that the was registered on December 28, 2018 on outcome of verification conducted by Vigilance Organisation (now ACB) into allegations that Zaffer Iqbal, then Patwari, Halqa Degwar/Ajote, Poonch issued Fard Intikhab in respect of forest/state land to villagers who further sold land to a land-grabber from Degwar. During verification relevant revenue record of Degwar, Maldialian and Ajote Village of Tehsil Haveli District Poonch were scrutinised and it was found that then Patwari Halqa Degwar/Ajote Zaffer Iqbal illegally prepared mutation No.1040 and mutation No.1055 in violation of provisions enshrined in orders Nos.LB-6/C of 1958 & S-432 of 1966 for the state land measuring 10 Kanals falling under Khasra No.390/1 of village Degwar Maldialian and further attested by Bashir Ahmed Khaki, son of Abul Gaffar Khaki, resident of Loran A/P Ward No.14, Allapeer Mohalla, Poonch, then Naib Tehsildar Haveli Poonch (now retired) in favour of (private beneficiary) namely Ali Mohd, son of Kaka Gujjar, resident of Degwar Maldialian, who was not in continuing possession of aforesaid land since 1957-58, he added.
During investigation, FSL Expert, who examined specimen/ admitted/ questioned documents, has authenticated entry & attestation of the aforesaid mutations by accused public servants (revenue officers/officials).
After completing investigation of case, sanction for launching of prosecution of the accused in-service public servant was also obtained from the competent authority and Anti-Corruption Bureau J&K produced chargesheet against aforementioned accused persons before the Court of Special Judge Anti-Corruption Court Rajouri. The next date of hearing has been fixed on December 18, 2020, he informed.
